In 2010 Ukraine saw quite a substantial growth of mobile and fixed internet revenues and subscribers number. The other sector with quick growth was TV Broadcasting.
In order to tackle the increasing demand for mobile data and mobile broadband as well as higher fixed broadband capacity, the national regulator, has taken a number of recent measures to free up spectrum for 3G exploitation, but still the issue of conversion of those radiofrequencies is vital and needs to be considered in coming 2011 year. During 2010 the key CDMA operators took part in legal proceeding tied to the licensing activity on prospective frequencies – distribution of CDMA-800 and 1900 MHz frequency band. Those frequencies could substantially broaden the mobile broadband capacities and attract investors to it.
Another controversial issue of telecom discussions in Ukraine of the implementation of digital TV. The development of appropriate Ukrainian laws, national plans, choosing the economic model to facilitate the transfer to digital broadcasting is still underway.
Still, despite some desputable issues, Ukrainian telecom market is on the way transition to effective market. In 2010 the number of crucial regulatory acts have been adopted:
Revision ofthe Rules on Interconnection of telecom networks
Project on estimated tariffs on the termination rates (fixed and mobile) for the calls made to monopoly telecom networks
Simplification of the procedure of testing of some electronic devices for the capacity to be used in Ukraine
Approval of Licensing procedures of Fixed Voice Services supported by wireless access to telecommunication networks with option to render the communication channels: local and far-distance

Number portability (LNP-local number portability and FMNP-full mobile number portability)
National Roming (actually enables the subscriber to change the operators’ network in places of weak coverage)
